Ted: Perhaps consider whether your Windows XP box can be upgraded to at least Windows 7. In the perfect world, my preference would be to go for brand new Windows 8.1, but personal budgets do matter.
Then: with either seven or 8.1, Window-Eyes is a better animal with Version 9. This is particulalry so with respect to web access. My sense is that you will get instability issues running Window-Eyes 9 on top of XP, but it definitely performs well on later Windows releases and is a significant improvement with respect to stability over 8.4.
