Where do I find Trust Center settings in Outlook 2013?

As suggested, I do the Shift Tab, then control + right arrow to move across the attachments, then the application key to select Open rather than preview. Because I'm so in the habit of doing it this way, I did not realized until mentioned and tested today that this default preview doesn't' happen with Word or PDF attachments.
