I actually figured it out quite by chance earlier today. THe problem was that I had a demo of Winzip on my machine and it kept wanting to use that. Unfortunately the evaluation time was up. I removed that and now it works just fine.

Win 10 has an Unzip utility.

Here is what I do.

I download my books from the library, which are put into a folder named
Downloads.

I have put a short cut on the desk top for File explorer, however, you
cand Tab around till you get to File Explorer if you do not have a short
cut.

Start up File Explorer.

That opens up and you should here, This Computer, and then a list of
folders.

Down arrow to Downloads and press Enter.

Arrow through the files you have downloaded until you get to the Zipped
Book files.

Move to a book with the cursor and then press Shift F10.  Down arrow
till you get to Extract, and press Enter.

This will start the Extraction.

Tab three times till you get to Unzip and press Enter.

You can tell when the Extract is finished as the Progress bar stops
beeping.  There is no Voice that tells you it is done, nor can I find a
Finish button.

When I believe the process to be finished, I then press  Alt-F4 to close
the utility.

Arrow to the next book and repeat the procedure.

When to books have all been Unzipped, I then go back and delete the
Zipped files.
