Are you saying that accessibility in Office 2013 and 2016 do not work as well 
as in 2010?

It's up to you on which one you want to use. However, 2016 will have the 
so-called latest and greatest features. Only you can decide if you want 
those new features. In terms of accessibility, Office 2010 will work 
with Jaws 18.
