I think a simple qualification of "already being on the mailing list as of when the vote was proposed" should be sufficient. I am -0 on this suggestion. I did start a page on the wiki under http://wiki.openaerialmap.org/Project_Stakeholders but then changed my mind, so sign up or disregard that page as you please until we come to some kind of consensus.
