Based on what evidence? There needs to be software and hardware. Grants can solve hardware, but probably not software... and there is already a significant chunk of hardware in motion (at least as far as I know). I don't know much about grants (isn't that some kind of thing that grad students abuse?), but my understanding was that they generate money, not people; is someone offering people-time in exchange for money?
