GeoServer would not have been my first choice either for this task, as you say 
lighttpd or nginx serving from a directory would have cut it.

If a provider of imagery is already using a GeoServer for serving imagery in 
WMS or WCS and wants to register some of those layers in the OAM index and 
serve them using GeoServer I think that is "interesting", even if that means 
making a GeoServer plugin to just list the layers selected to be shared in OAM 
as a usual apache directory view.

No, if your server is just going to be doing OAM hosting then it's better to 
use one of the options you mention instead of something as complex as GeoServer.

If you want manage your data with GeoServer and also expose OGC services, and 
not only serve as an OAM host.

And after meditating about your question I believe GeoServer is not a fit for 
them in this case. Since it's still early in the process and they are asking 
for advice in the server setup, what should we recommend them?
