Hello, Maning. Just install the wms plugin for JOSM and add two items from:
 
Edit - Preferences - Albert Einstein
 
Add these items at the bottom of the key-value table:
 
wmsplugin.url.3.name=My local WMS
wmsplugin.url.3.url=http://localhost/... (point at your local server)

Any easy way to load this in JOSM? 

I have rectified some of these maps.
I can set-up a local wms on my machine.
Next step would be to load it in JOSM.
