Agree.

It helps to think about other uses than rendering. Say you want to  
calculate the total forest area - if someone just painted a patch of  
land with layer=1 above a forest then the underlying forest will  
still be counted. Worse still, if someone painted a lake with layer=1  
above the forest and then a forested island onto that lake, the  
island's forest area will count twice ;-)
