AFAIK you need to use the garmin_gps module for gpsd.  It provides the
requisite USB‐serial devices, /dev/ttyUSBN.

If you use gpsbabel (its own Garmin support is considered to be more
reliable[*]) a lot, you might want to keep the module blacklisted and
only load it manually when you want to use gpsd (this ignores the
blacklist).  Otherwise, remove the blacklist.

[*] gpsbabel can also use the USB‐serial device provided by garmin_gps
