The associatesStreets does not say anything about access. (There are other ways ment to explicitely give hints about access.) It says something about addresses. That this is house-number 12 of Street A and not house-number 12 of street B. (think of a house at a corner or between 2 streets or a named footway to some backyard crossing the interpolation-way.)
