The rulesets for speeds are already complicated, and getting more complicated as streets are slowly converted from 50kph to 30kph (we're about to have a mass-conversion here in Oxford).
Relations are complicated to the casual user, and probably best used for sequences of Ways where someone might want to treat the whole as an object (ie use the fact that way1, way2 and way3 are specifically connected). I don't see that is the case for speed zones. Local polygons are probably slow to process, so that's probably not a good approach (and the landuse polygons already make the data layer a pain to use). I'd go for marking maxspeed on any road that differs from the most prevalent speed in each country (which is probably the one that applies to residential streets). Richard
