Just start using them. You don't need to have a vote on a tag to be
able to use it.

in the future that we have them in the db - but nobody knows if it is
billard clubs or only the billard table in my cellar (just beside my
winecellar and the swimming pool :).

Right, no vote is needed. But I would recommend some entry in the Wiki, where the semantic of this tag is explained. Else we will have the problem

The documentation comes after some significant usage of the tag. There is no need to spend time documenting everything straight away.
