With respect to "Strict Tagging Rules" .... this is my contribution :-)
(from #osm-dev typos edited)
[00:36] * simonpoole thinks that it would be as step forward if we
would simply have "official" tags with a well defined official value
space (we will probably always have to live with national semantics of
tags) and everything else being our customary free-for-all and prefixed
with "X-" (for experimental) ... it is just a no-brainer
[00:40] <petschge> not gonna work
[00:41] <simonpoole> with suitable restraints in the database ... sure
it will work
[00:43] <simonpoole> and we can use taginfo to determine the initial set
of official stuff tag-value tupels
[00:44] <petschge> oh technically it might work just fine. but will
never fly socially
[00:45] <simonpoole> f**k socially :-)
[00:45] * simonpoole dictates
[00:48] <simonpoole> half seriously: doing this would actually fix
multiple problems, for example voting on tagging which simply doesn't
work because the net result is no different than if joe mapper simply
starts using his most recent creation
[00:50] <simonpoole> and to fix the social part you can point to the
IETF etc. that will make everybody feel much more grown-up when this is
implemented ...
[00:53] <rweait1> I like a social approach to support "sensible"
tagging. Write good beginner HowToMap docs with tons of examples. Then
point to sensible HowTos from everywhere.
[00:55] <simonpoole> that doesn't contradict my proposal at all ....
