Yes, we need*more*  OpenStreetMaps from which you can fetch different
types of information. For example, any data which is externally
maintained and updated really*shouldn't*  be imported into OSM. It
should be made avaialble via an OSM-compatible protocol and data
format, yes. But it shouldn't be editable. Kinda like a
"closedstreetmap.org".

I'd make a slight distinction there ...
Data provided by third parties would be nice to use as secondary layers much as we do in the editors. Making those available to switch on and off generally would be useful. But what I am talking about is something that can add secondary information to existing OSM objects, and is edited in exactly the same way as the main map database. Certainly noe a 'closedstreetmap.org', but rather an 'extrastreemap.ore' and a 'historicstreetmap.org'. The key thing being to access current map data in parallel with material that we are not allowed to upload to openstreetmap.org
