Our principal product is a street map. A street map is used to navigate in unfamiliar places. The names on the map must correspond with names on a street signs, signposts, etc. so that strangers may verify their position.
So it is nothing to do with 'official' languages. The map needs to correspond with the observed real world. If street signs in Ukraine are in Russian, then the tagged name should be in Russian.
