It's not the voting which is broken here but the proposal itself which
completely differs from the current "Key:designation" description.
This is also showing that some generic words like this one (or "type")
which can be used for everything (the proposal begins with "This is a
freeform tag. Any value may be used.") should be avoided (and we
already had freeform tags like "note" and "description"). The current
"validated" wiki description is fine because it is well defining a
limited list of cases and explains the local context (linking to the
UK Tagging Guidelines).
So, they are probably bad examples where voting process failed but not this one.
