it was not my idea to deprecate layer=0 and I have no strong opinion on this. So far the page says "should not be used explicitly" so we can add some text that it may be appropriate in very complex situations. I think this is somewhat different from oneway=no and similar.. which are a bit of a problem on its own. Not long ago I found a 3 mile long desert track somewhere on the Arab Peninsula with the attribute bridge=no.
