If the perfect license appears tomorrow, then I'm sure we will have a constructive debate about whether to move to it and how that could be done - then there shall be voting and approval. Meanwhile, the license is the ODbL and that is what we must comply with. We are not going to comply with hypothetical licenses that may or may not appear in the future. There is an infinity of theoretically possible licenses and it is therefore impossible to comply with all of them at the same time.
