That's not true and it has been clarified by the LWG even before the license change process ended. You comply with the CTs if the data you upload is compatible with the current license (ODbL) and otherwise you accept that what you uploaded may be removed. Your interpretation would disallow any sources requiring attribution which includes imports discussed at the time of the license change (e.g. under the UK Open Government License). If the intention was to disallow share-alike sources, this would have been stated in the CTs.
