This seems to translate internally to a Nominatim parameter setting of ...&viewbox=a,b,c,d,e and not (like the working example you gave) ...&viewboxlbrt=a,b,c,d&bounded=1 (cf. https://github.com/openstreetmap/openstreetmap-website/blob/master/app/controllers/geocoder_controller.rb#L135-L146) Perhaps the Nominatim interface now requires the second format and we still send the first?
