Yes, it is. for example this:

    https://www.wikidata.org/wiki/Q18983100

is the Wikidata item about an ornamental gate, made by a locally
well-known artist, which exists in OSM as:

   https://www.openstreetmap.org/node/2312982822

Never in a million years will it qualify for its own Wikipedia article.
