It is not a surprise that you are asking that, but just consider what the world would be like if we only had laws that could guaranteed to be 100% enforced. The good news is that most re-users of OSM data are good citizens and even if they mistakenly haven't provided acceptable attribution, fix it once they have been pointed to the issue. With smaller organisations that typically is fast, with large bureaucratic organisations it needs patience.
