I am used to different procedures, towards the beginning of a construction operation, a publicly appointed surveyor (Öffentlich bestellter Vermessungsingenieur) defines a local coordinate system and marks it on the ground (e.g. marks building outlines, site limits etc.), as well as relates it to the global system (boundary marks, coordinates) (signs a plan with these marks and coordinates). Construction takes place with respect to this locally marked reference system, if marks get lost, she has to come back and reestablish them.
