The problem comes up over and over again as there are parties which believe their way of working with notes the is the one and only. There is whatsoever no description on what purpose Notes have, or should be used for. For me a high level generic view on notes is: "Communication exchange for a specific location on the map" For the oldtimers - A mailinglist bound to a point on the map. So we may use it for - tadaa - Communication. So i am also using notes for long time discussions of a certain construction works, new construction areas. I regularly feed them with new publications about the progress of construction work etc. There is a loud vocal minority which insist on notes be only used for "Non OSM users reporting issues on the map" and when digging into that its ALWAYS that the minority has the issue of trying to tidy up the map of notes as they have no clue about tools available. I dont care how many notes in my area are open. I do get a mail within 10 Minutes of any event in any note in the area - There are RSS Feeds available which can be converted to emails. So easy to solve notes are typically fixed within 30 Minutes. Getting to this specific - I dont think opening a new note for the left over work will help. It just pouring oil into the flames. Getting more people into the discussion will often help pushing back a bit on mappers trying to push their individual view.
