That doesn't really address the issue, which is that there are note
closers who don't want to listen when you say "this needs on the ground
checking and my note was intended for other local mappers".

This solves the problem of whether or not we are capable of filtering notes, which are "survey reminder" rather than notes to be processed with the actual information needed to do so.

When this information is available, then we can suggest to the other contributor that they use a tool capable of managing this and thus not display these "think-bete notes lacking the necessary information".

But when this isn't the case, you can't ask them to do the impossible
