I think that most people dance tango without looking down.  It seems to be more 
elegant, it might be easier to keep good axis and posture; but...there are many 
dancers that look down, I am talking about excellent tango dancers.
 
When I asked some of them why do you look down, they answered that it is a pity 
to miss what is happening close to the floor.  These dancers use lots of 
figures and firuletes (embellishments).
 
Some people with defective posture loose their axis when they dance because 
they look down, bending their torso.
 
One of the original tango styles was "Canyengue", It has a posture where both 
partners look down but a few feet in front .  This style has an embrace and 
technique that is different from that of Classical Salon Tango or that of 
Milonguero or Nuevo Tango.
