No. Until soft line wrapping was introduce (or if it not selected) Alt+L has always been 'Left alignment, and wrapping would occur at at whatever is the setting in Preferences/Viewer-editor/Editor Preferences for 'Wrap text at', not necessarily to 78 characters.
