That's for MIME format of attachments. Nothing to do with forwarding.

That's the one for forwarding. Also, the "Alternative Forward
<Alt+F5>" will invoke MIME forwarding when it is not set as the
default.

"MIME Forwarding" is a *specific* term which relates to forwarding an
entire message with all headers intact. To perform a "MIME forward" of
a message, the message is attached to a new, blank message using the
MIME attachment formatting standard.

Non-MIME forwarding involves only the *content* of a message being
forwarded, not the headers and (most importantly for what we're
talking about here) *not* as an attachment.
