Basically, it's a "raw" skeleton of the upcoming Beta - there will be a single file available as soon as the Alpha stage is finished (i.e. the *.def and *.dll files will be moved into the EXE). Please make sure that all files from the archive are located in the start up directory. It's an Alpha, so please be aware of the numerous bugs and omissions - please feel free to mention them here or at the BT. -- Cheers!
