They were before you were on this list, a beta even before the Customiser interface series. Made possible an alternative way to make a filter. Probably it's envisioned to have a whole series of them down the road (just guessing from posts I've read) but the item is off the menu for now, unless conserved by someone who has been installing The Bat! over whatever is his/her current installation. I didn't really like them.
