While this is technically correct, past discussions have shown that

1) it's not intuitive to many (if not most) people, who tend to
think it's for keeping messages from being deleted; and

2) most people indeed want the ability to keep messages from being
deleted, and want to keep them that way across folders.

So maybe it's time to change the implementation (and maybe give it a
new name) or add a new function.
