It does the same (more or less), but different.

It does work with any certificate which is given by a certification authority.
WEB.DE e.g. gives free certificates if you have a free mail account there. A
proper certificate does cost some money; no idea how much !
Can't tell you about number of users, sorry !

For example:
in TB: Account.Properties.Options: Enable S/MIME
in mail editor: Privacynable S/MIME
in Adress Book: any entry, Properties.Certificate
