That's the body of the message. HTML messages (oxymoron though that
may be <g>) are indicated by an appropriate header. Normally an HTML
message is sent in multipart format and is preceded by a text version
of the same, in which case the headers look something like:

This immediately precedes the text version which is itself followed by
the HTML part, preceded by the header:

The main point here is that the header

tells the client that the message has been written using HTML
encoding. Without this (or close equivalent) TB hasn't got a hope of
guessing that it's HTML just from content,
