ALT is used for dragging a folder on the same level. Hold down CTRL+ALT
to make a folder a subfolder. Or, as you are using 1.60, you can also
use the folder's context menu or the corresponding shortcuts for "Move
In/Out" (CTRL+SHIFT+LEFT/RIGHT) and "Move up/down".

BTW, you really should use ' as an apostrophe, because the one you used
(´) is not present in the ISO 8859-15 (Latin-9) character set (and it's
in fact not an apostrophe but an accent aigu). This will prevent the ˇs
from appearing.
