Foxmail (at least v4.1) has, both for plain text and HTML messages (for HTML it [mis]uses IE "engine" [while I actually suspect it uses just one dll coming with IE, which "renders" this format, so that practically you wouldn't need IE installed]). Tools / Template Manager. There is plenty of various soap(y) designs, "by default", as in OE/O (phew...), and they are categorized in 3 groups for New, Reply and Forward messages. Of course, you may kick them all out and make your own.
