Foxmail (at least v4.1) has, both for plain text and HTML messages (for
HTML it [mis]uses IE "engine" [while I actually suspect it uses just one
dll coming with IE, which "renders" this format, so that practically you
wouldn't need IE installed]).

Tools / Template Manager.

There is plenty of various soap(y) designs, "by default", as in OE/O
(phew...), and they are categorized in 3 groups for New, Reply and
Forward messages.

Of course, you may kick them all out and make your own.

(Foxmail is good for English, Chinese, Japanese, but offers nothing for
European languages, so you have to rely on the bald letters only, coming
with ASCII fonts.)
