MCSE and CCNA are not toolset certifications. They cover the skills
needed to deploy and configure operating systems and networks.

Saying they are toolset certs is like saying tech writing is a Word
skillset.  

Example...when I was taking my MCSE courses, the second one was more
on TCP/IP than OS. Of course it meant working with the Windows
OS...what are you going to work with...notepads? If someone wanted
to, they could very well port the same certification to Linux or UNIX.
