As long as "certification" is based solely on taking classes and passing tests, the only thing it tells you is that the person holding it took classes and retained the information long enough to pass the tests. If the certification is like a PE license that requires time OTJ and endorsements that verify the person has effectively worked in the areas covered by the certification, that is potentially a different matter. But OTOH, every collapsed bridge you ever saw or heard about on the news was designed and/or approved by a licensed PE...
