I think a major part of this is that they claim to preserve all email
communications in their policies which are posted on their web site when
in practice they are not. The lesson is that we should not claim that we
are preserving data if we are not doing so.
Another guess is that there is more going on here that meets the eye -
or the newspaper - or the Internet.
In any case, I have forwarded this article to our superintendent for his
reading pleasure...........

emphasis is mine. iIf they provided the needed documents seems odd
that they would get dinged. although further downt he article it
talks about how their website policy says something totally
different from practice.
