Last time I was using vodafone umts in germany (1-2 years ago) they
were blocking outgoing dns and you had to use their resolvers. Since
they were also doing some funky dpi I switched carriers (for example a
traceroute was always 3 hops long, your IP, the gateway, and the
destination - not really usefull for debuging network problems).
Nowadays I'm using an android phone with urndis(4) and can really
recommend that. I understand it's more expensive than a simple umts
stick.
