afaik, thomas gets things like texi2html from ctan ctan mirrors tug.org for texi2html, and it would appear that tug.org gets it by hand from some web site (mirroring by http, to first order, doesn't work). i suggest you mail the tug.org people to tell them to update their copy of texi2html robin
