I do not follow this, Hans : if macro package X expects hyphenation
files to be named hyph-LL-SSSS, and macro package Y expects them to be
named hyph-SSSS-LL (for example), does this imply that a single
hyphenation file must have two names if it is to be usable by both
packages ? To me, it would seem sensible for there to be a single
convention by which hyphenation files are named, and for all packages to
support that convention.
Many years ago when context started showing up in distributions, we
remapped internally the context pattern file names to public ones, but
then ran several times in situations where names/contents were changed
without us knowing which then resulted in missing patterns. That was
when I decided to repackage the patterns. (Similar things happened with
fonts but that was more tricky to deal with).
At some point context made the move to utf 8 encoded patterns (because
we could have multiple font encodings in parallel which also means
multiple instances of the same patterns need to be present). We had to
create these pattern files ourselves out of the public ones.
Then came luatex and we went that route. And by now we organize pattern
(files) differently, also because we add a bit more info. We have
alternative hyphenators etc. (Some languages use word lists, we can have
extended patterns, etc.)
So, the answer is, we ship different files and they are shipped with
context. The overhead is minimal compared to the truckloads of type1
font variants (encodings) that get distributed with e.g. texlive and it
gives us a robust hyphenation support.
