While the adapter may provide >500mA, the phone won't take it unless the
adapter it's plugged into identifies itself as being able to supply lots of
current. The Samsung adapter does that. My Motorola adapter does that, too.

USB 3.0 includes a charging spec (up to 1.5A, I think), but no clue whether
your Samsung phone implements it.
