Leaving it up to higher-level code allows there to be disagreement between
different languages. The point of a specification is to avoid that confusion.
If the idea is that these error messages are user readable text, then they
should specify an encoding, and UTF8 is a reasonable choice. We should specify
this for the same reason that we specify that the ints over the wire are
big-endian.
