The "unblock button" refers to step 4 of the "Installation guidelines:
Internet Explorer on Windows XP" on http://www.tiddlywiki.com/ where
it directs us to open the file properties and click the "unblock"
button to enable a newly downloaded TW file to be edited.

I believe my next step will be to contact the network admin, as you
suggested. We all have access to create and edit files on this network
share (it is where we save and store all the project work for the
department), but for some reason I can't get TW files to be editable.

Thank you for suggesting TiddlyLockPluggin. I will look into it if I
ever get the TW file to be editable in the first place.
