Coincidentally, I'm currently revising the documentation of all the filter operators, and I've noticed a very similar problem. The system for detecting links (and hence also backlinks, orphans and missing tiddlers) doesn't detect links that are: * contained in text trancluded from elsewhere * supplied via a macro or variable * generated by a link widget whose *to* attribute is a transclusion, macro or variable In order to make the documentation clear and accurate, I've actually given this phenomenon a name: not all links are "observable". However, in your case, the only "link" is in fact a mention in a filter, which I wouldn't expect to count as a link by any definition.
