I don't know if this is helpful at all, I'm still very new to TiddlyWiki myself, but there is a tiddler field called *list*, which can be used to alter the sort order of tiddlers tagged with the title of the current tiddler. For example, to use your use-case, I have a chapter of my book, with the heading "Chapter 3", then sub-headings under those are tagged with "Chapter 3" but the titles of these sub-heading tiddlers should not alphabetically sorted. To sort them in the order you want, simply add the *list* field to each of the sub-heading tiddlers and give them alphabetical values in the order of preference. Again, I may be barking up the wrong tree, but I've done this in my own TW wiki and i know it works for me.
