why not.. the transmit signal specification is published, you could analytically prove what the receiver performance should be and verify your implementation against it

We do this all the time with BPSK and QPSK receivers by running BER curves vs Eb/No.

Not exactly... you could design your own receiver and use it.
(hopefully not infringing any patents from Xtendwave)
