I think it depends upon what you mean by "software" and "runs continuously". The usual way to avoid jumps is for the kernel to do all the work. You tell it how much to adjust. It tweaks the seconds per tick slightly, waits until the adjustment has finished, then undoes the tweak. With that API, you don't need any user software running continuously. -- These are my opinions.
