These dates were established by the Energy Policy Act of 2005, Pub. L. no.
109-58, 119 Stat 594 (2005)

So most of us are aware of this since quite a while...

Plus, ntp only keeps UTC so it doesn't matter to us anyway from a ntp 
standpoint.

As system admins, we had to update the time zone on all our computers 
although...

And there is nothing ntp can do about it since it only keeps UTC.
